Chapter 10 - The File Dominic Could Not Afford to See.

The last Black Harbor layer required no hacking.
That was the joke.
After specialists, dead certificates, behavioral authentication, split keys, federal co-signs, and threats, the final lock was a question displayed in plain text:
CARTER:
DO YOU CONSENT TO OPEN MATERIAL THAT MAY CREATE LEGAL RISK FOR YOU, YOUR EMPLOYER, AND THIRD PARTIES?
Evelyn stared.
Jonah laughed once.
“Mercer.”
Dominic did not.
The system required:
YES / NO.
Nothing more.
Evelyn looked at Hill.
“Legal?”
He exhaled.
“Opening data you are authorized to access under current federal preservation order is permitted. What you do with privileged or illegally obtained content may become complicated.”
“Complicated.”
“Yes.”
Her word had spread.
She looked at Dominic.
He understood the question before she asked.
“If it contains your crimes?”
“Yes.”
“Do you want me to open it?”
His jaw tightened.
“Yes.”
“Even if prosecutors see?”
He looked at Hill.
Then at Evelyn.
“Yes.”
“Why?”
“Because if I only want truth when it hurts other people, I do not want truth.”
Silence.
Good answer.
Not redemption.
Data.
She typed:
YES.
The archive opened.
Folders.
Thousands.
One highlighted automatically.
MORETTI, DOMINIC — CONTINGENCY.
Dominic sat.
Evelyn did not click immediately.
“What do you want?”
He stared at the folder.
“Open.”
She did.
The first file:
PORT KINGSWAY — 2018.
Reports on the beating Dominic had already admitted.
The innocent third man.
Medical costs.
Internal orders.
Then:
CIVILIAN RISK INDEX.
Names.
Business owners pressured.
Families relocated after threats.
Employees disciplined.
Police payments.
Dominic’s face became rigid.
Marco looked sick.
Some incidents he knew.
Some not.
Evelyn scrolled carefully.
No one spoke.
Then:
POSITIVE INTERVENTIONS.
Evelyn frowned.
Cases where Dominic stopped violence.
Protected witnesses.
Returned money taken by lower crews.
Fired a lieutenant for threatening a child.
Paid hospital expenses anonymously.
The archive did not build a villain case.
It built a full case.
Contradictions.
Exactly like behavioral authentication.
Then one file:
ANTONIO MORETTI DEATH — INTERNAL REVIEW.
Dominic froze.
“My father had a stroke.”
Evelyn looked at him.
“Do you want me to continue?”
Long pause.
“Yes.”
She opened.
Medical records.
Private physician notes.
Toxicology.
Medication anomalies.
Antonio Moretti’s 2017 stroke had been induced or worsened by deliberate medication interaction.
Not necessarily fatal then.
He died nine months later after complications.
Suspected actor:
Victor Sloan.
Possible authorizer:
DANIEL MORETTI?
Dominic stood.
“No.”
Evelyn stopped.
The question mark mattered.
“Suspected.”
“He was in hiding.”
“Yes.”
“Why would Daniel hurt Father?”
Jonah said quietly:
“To stop him?”
Dominic turned.
Jonah raised both hands.
“Question, not answer.”
Evelyn continued only after Dominic nodded.
A recorded message from Daniel.
2019.
He spoke:
“I did not poison him.”
Dominic stopped breathing.
Daniel’s voice.
Older.
Tired.
“I considered exposing him. I considered killing him when I was twenty. I did not.”
Dominic closed his eyes.
Daniel continued:
“Victor told me he could make Antonio weak enough to lose control.”
Evelyn looked at Dominic.
“I refused.”
Then:
“Victor did it anyway and told me afterward that now I owed him.”
There.
Sloan’s control.
Again.
Daniel:
“I kept this record because if Dominic ever learns, he will want one clean enemy. There isn’t one.”
Evelyn glanced at Dominic.
He heard.
“My father built the conditions. Victor exploited them. I survived them. Dominic inherited them.”
The recording ended.
Dominic sat.
No one comforted him.
Good.
Then another highlighted file.
MERCER PLACEMENT — CARTER.
Evelyn’s stomach turned.
She opened.
Planning notes.
Saul Mercer.
2019:
Carter refuses federal work.
2020:
Carter employed in insurance compliance.
2022:
Carter transitions executive administration.
2025:
Mother medical dependency increases.
2025:
Moretti Holdings benefits outperform comparable employers.
Potential natural fit if opening occurs.
Evelyn stared.
He had tracked her for years.
Not constantly.
Enough.
Then:
DO NOT FABRICATE A POSITION.
IF SUITABLE OPENING OCCURS, ROUTE RECRUITER.
Important.
He had not created the job.
He steered it toward her.
Still manipulation.
Less total than she feared.
More than she accepted.
Then a note from Melanie Mercer:
She will hate this.
Saul:
Good.
Evelyn almost laughed in rage.
Another:
Why Moretti?
Saul:
Because Dominic Moretti still distinguishes civilians from assets. If that changes, Carter becomes our alarm.
Dominic stared.
“She was planted to evaluate me.”
Evelyn looked at him.
“Apparently.”
The next line:
DO NOT TELL CARTER.
SHE WILL REFUSE THE ROLE IF NAMED.
There.
Mercer knew he needed her uninformed consent.
Which meant no consent at all.
Evelyn felt cold.
Jonah said:
“He thought the outcome justified—”
“Do not.”
Evelyn’s voice cut.
Jonah stopped.
She continued reading.
Then the file Dominic “could not afford to see” appeared.
TITLE:
SUCCESSION EVENT — MORETTI CONTROL FAILURE.
It contained contingency instructions for dismantling Dominic’s network if he crossed three thresholds:
1. Intentional violence against protected civilians.
2. Capture of city emergency infrastructure.
3. Attempt to destroy Black Harbor.
Dominic read.
His expression unreadable.
“If I did those things?”
“The archive triggers distribution.”
“To who?”
“Federal prosecutors. journalists. rival organizations. foreign regulators.”
Marco whispered:
“That would destroy everything.”
“Yes.”
Dominic looked at Evelyn.
“And you?”
She read.
CARTER 11 HAS FINAL HUMAN VETO FOR 6 HOURS.
Her stomach dropped.
“No.”
There.
Mercer had made her the final check.
If Black Harbor judged Dominic beyond threshold, Evelyn could delay automatic release for six hours.
Not stop permanently.
Delay.
Enough to verify.
Enough to prevent a false trigger.
Enough to become responsible for deciding whether an empire got exposed.
“I never agreed to this.”
Dominic said:
“No.”
She stared at the screen.
“I don’t want it.”
“No.”
“Can we remove me?”
Aaron looked.
“Probably with root.”
“Mercer.”
“Yes.”
Jonah said:
“Or Daniel, if custodian authority remains.”
Daniel.
Missing with Melanie.
Then an alert appeared.
THRESHOLD 3 ATTEMPT DETECTED.
Everyone froze.
Attempt to destroy Black Harbor.
Actor:
D.MORETTI NETWORK.
Dominic stared.
“I did not.”
Evelyn looked at technical trace.
Not Dominic.
D. Moretti network.
Could be Daniel.
Could be forged.
Then countdown.
Six hours.
No.
Evelyn laughed once.
“No clocks.”
The archive had one anyway.
5:59:42.
If not vetoed or cleared, Black Harbor would begin distribution.
Dominic’s empire.
Evidence.
Everyone.
Evelyn looked at him.
“You could ask me to veto.”
“Yes.”
“Will you?”
He stared at the timer.
Then at her.
“No.”
That surprised her.
“Why?”
“Because you did not agree to be my shield.”
Silence.
Marco looked at him.
Jonah too.
Dominic continued:
“We verify the trigger.”
Good.
Evelyn’s hands steadied.
They traced the destruction attempt.
Origin:
Hospital-network relay.
Same hospital Melanie used.
Then external route.
User token:
DANIEL MORETTI.
Maybe Daniel was trying to destroy the archive.
Why?
To protect Dominic?
To protect himself?
To stop Melanie?
The 04 channel activated.
Melanie:
NOW YOU SEE THE PROBLEM.
Evelyn typed:
WHERE IS DANIEL?
Response:
WITH MY FATHER.
Everyone stopped.
Saul Mercer.
Alive.
Not dying.
Not missing anymore.
Melanie continued:
DANIEL TRIED TO DESTROY BLACK HARBOR BECAUSE HE LEARNED WHAT SAUL PLANNED.
Evelyn stared.
WHAT PLAN?
Long pause.
Then:
TO RELEASE EVERYTHING TONIGHT.
Even without threshold.
Mercer had built the archive.
Mercer had placed Evelyn.
Mercer had manipulated Daniel.
Now his daughter claimed he intended to dump every secret regardless of verification.
Dominic said:
“Where?”
Melanie sent an address.
Old Columbia research annex.
Closed for renovation.
Evelyn knew the building.
Basement lab.
Where her thesis prototype had been tested seven years earlier.
Full circle.
Too neat.
She hated neat.
Hill mobilized federal agents.
Dominic stood.
“Do you want to go?”
Evelyn looked at him.
This time he asked before deciding.
“Yes.”
“Then I go too.”
“Why?”
“Because my brother is there.”
Fair.
Hill allowed them only with tactical control.
No private team.
No weapons for Evelyn.
Dominic carried none under agent supervision.
Marco remained behind due credential compromise.
He hated it.
Accepted.
As they prepared to leave, the timer reached 5:21.
Evelyn looked at Dominic.
“If the archive releases everything, some of it will expose crimes.”
“Yes.”
“Some may expose witnesses.”
“Yes.”
“Victims.”
“Yes.”
“People who did nothing wrong.”
“Yes.”
“So total transparency is not automatically justice.”
“No.”
That mattered.
They were no longer fighting to keep Black Harbor closed.
They were fighting to stop one man from deciding that every secret belonged in public simply because he possessed the key.
At the elevator, Dominic said:
“You know this started because you noticed spacing before coffee.”
Evelyn looked at him.
“It was after coffee.”
“Cold coffee.”
“Still.”
He almost smiled.
Then the doors opened.
Somewhere beneath Manhattan, a professor who had shaped Evelyn’s life without permission was waiting beside Dominic’s brother.
And for the first time, both of them were going to meet the men who had decided their futures while calling it protection.
Before leaving the lab, Evelyn copied one more item into the federal preservation log.
Not Dominic’s crimes.
Not Mercer’s placement notes.
The consent screen.
CARTER:
DO YOU CONSENT TO OPEN MATERIAL THAT MAY CREATE LEGAL RISK FOR YOU, YOUR EMPLOYER, AND THIRD PARTIES?
Hill frowned.
“Why preserve that?”
“Because it is the only part Mercer built that asked first.”
Jonah looked at her.
“That sounds almost sentimental.”
“No.”
Evelyn closed the log.
“It means even a manipulative system can contain a better rule than the person who designed it.”
Dominic looked at her.
“And?”
“And rules should survive people.”
May you like
That would matter later when Black Harbor left Mercer’s hands and entered court supervision.
No genius would own the switch again.
